Description
The Construction Manager coordinates work involved in managing
capital improvement projects for the County's water and wastewater
system. Work involves overseeing and directing construction
projects from conception to completion, reviewing the project
in-depth to schedule deliverables and estimate costs, overseeing
all onsite and offsite construction to monitor compliance with
building and safety regulations, and maintenance and documentation
of all projects including the compilation of all
consultant-generated forms and documents. Work also includes
coordination with design consultants, NCDOT, and regulatory
agencies, as well as permitting, oversight of bidding, and
construction administration. The Construction Manager will manage,
coordinate, and supervise the work of inspectors, utilities staff,
contractors, subcontractors, and other construction personnel
involved in the construction and repair of utilities
infrastructure. Must implement safety procedures, standard
operating procedures, coordinate training, implementation of new
programs, and special projects as assigned. The Construction
Manager will plan construction projects and oversee their progress
along the way in a timely and cost-effective manner and be
responsible for budgeting, organization, implementation, and
scheduling of the projects. Must exercise initiative, independent
judgment, and attention to detail in completing assignments to
ensure projects are completed on time and within budget. The
position will have multiple direct reports to manage and will
report to the Deputy Director - Design & Construction.
Qualifications
Associate's degree in construction management, construction
technology, civil engineering technology, environmental engineering
technology, or a closely related field and ten (10) years of
experience in the construction industry, construction management,
inspections, and/or utility industry; or any equivalent combination
or training and experience which provides the required skills,
knowledge, and abilities.

Physical Requirements
Must be physically able to operate a motor vehicle. Must be able to
exert up to 110 pounds of force occasionally, and/or up to 5 pounds
of force frequently, and/or a negligible amount of force constantly
to move objects. Physical demand requirements are in excess of
those for Sedentary Work. Light Work usually requires walking or
standing to a significant degree. Must be able to walk, stand,
bend, stoop, reach, and climb.
