Telework eligible Yes as determined by agency policy Duties Summary About the Position: This position is being filled under the Expedited Hiring Authority (EHA) for Defense Acquisition Workforce Positions in accordance with 10 USC 1705(g). This position serves as a contract specialist in Contracting Division for either A-E and Construction Branch (CT-C) or Procurement Branch (CT-P) accomplishing both pre-award and post-award contracting functions to support Savannah District's mission Learn more about this agency Responsibilities Perform pre-award and post-award functions resulting in award and administration of law enforcement, professional service, real estate title search and appraisal, supply, service, and utility contracts. Review contract pre-award and post-award problems for the contracting officer providing the contracting officer recommended courses of actions or solutions. Perform pre-award and post-award functions resulting in award and administration of Architect-Engineer, construction, construction job order, construction equipment rental, dredging (construction and rental), HTRW; and MEDCOM contracts Provide professional contracting support to District project managers, contracting officers, and contracting officer's team members (contract specialist, legal, technical, pricing). Travel Required 25% or less - Temporary Duty Travel (TDY) or business travel up to 20% may be required. Supervisory status No Promotion Potential None Requirements Conditions of Employment Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. Two year trial/probationary period may be required. This position requires incumbent to obtain and maintain a SECRET clearance. Employee must attain a Level II certification in Contracting within 2 years of occupancy of position. If employee fails to meet this condition of employment, agency action which may include removal may be taken. This is an Army Acquisition and Technology Workforce position. The employee must meet DoD 5000.52-M requirements applicable to the duties of the position. Temporary Duty Travel (TDY) or business travel up to 20% may be required. Must possess and maintain a valid civilian driver's license. Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Qualifications for DOD 1102 Series: Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.) OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes applying contracting principles, laws, regulations and procedures; determining methods of procurement, acquisition plans and types of contracts; performing price/cost analyses procedures to evaluate contract proposals and/or bids; negotiating price, terms and conditions of contracts; and evaluating the financial and technical capabilities or the performance of contractors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
