Job Description:
JOB This position is open until filled.This real estate
paralegal will play a pivotal role in the Real Property Section of
the City Attorney's Office as the City continues work on multiple
capital improvement projects throughout the City by providing
paralegal support for the Real Property Section in facilitating the
acquisition of real property for public use, including road
construction, construction of sidewalks and multi-use paths, and
implementation of stormwater drainage projects. -This will occur
through review of surveys, plats, and title commitments, as well as
by performing title searches and preparing related correspondence,
consulting with project engineers and department staff on details
of various projects, and preparing a variety of legal documents,
descriptions, and forms. -These forms include waivers, resolutions,
release deeds, easements, warranty deeds, interdepartmental
memoranda, and any other items related to real property
acquisition. -The paralegal will also review closing documents and
offers for acquisition, coordinate closings, assist the City's
Finance Department with processing payments and tax documents,
prepare documents for condemnation actions, and assist with
investigations and case preparation for any court matters. -
EXAMPLE OF DUTIES Prepare records, contracts, and other legal
documents, including deeds, easements, and closing statements.
-Drafting and organizing transactional documents and financial
records, and conducting closing transactions, including requesting
and disbursing checks. -Review and analyze title and survey
documents, including performing 30 year -title -searches -of -real
-estate -records -by -searching -various -public -websites -and
-databases, plotting -property -descriptions, -and -compiling -and
-summarizing -findings. -Obtain Register of Deeds documentation, as
well as documents from citizens, private parties, and various other
governmental agencies, in order to complete real estate
transactions or assist in resolving any real property issues facing
the City. -Track -multiple complex -land use -projects from
beginning through completion. -Prepare -agenda -items -relating to
land use -for -City -Council meetings. -Perform -legal -research
-on various land use issues -by -identifying -the -issue -to -be
-researched, -reading -and -comprehending statutes, -case -law,
-and -other -legal -authorities, -drafting legal memoranda, -and
-presenting -findings. -Prepare -cases -by -setting -up -files,
-drafting -pleadings, -gathering -missing -information,
interviewing, -and -coordinating -witnesses, -preparing discovery
-requests -and -responses, -and -preparing trial -exhibits. -
MINIMUM QUALIFICATIONS Required QualificationsEducation &
Experience: -Associates Degree or higher in paralegal studies,
business administration, or closely related field, and at least six
months of experience performing paralegal work for a law or
governmental office.ORPost-Bachelor's degree paralegal
certification, with a real estate focus preferred. -OR -High School
Diploma or higher and at least 2 years of experience performing
paralegal work for a law or government office. -Other Requirements:
-Possession of North Carolina State Bar Paralegal Certification or
the ability to obtain certification within 18 months of hire.
-Valid Driver's License.Preferred QualificationsAt least 1 year of
experience as a real estate paralegal in a law, government, or
related office.Proficient knowledge of real estate documents,
contracts, and processes such as real estate closings and
condemnation actions.Must be able to effectively multi-task, manage
time-sensitive documents and projects, and have exceptional
organizational skills.Must be able to function both independently
and in a team-oriented environment.Experience reviewing and
analyzing title and survey documents, and preparing closing
packages.Notes: Driving & Criminal history check required for the
selected candidate. Selected candidate will also be required to
complete a post-offer drug screen. - SUPPLEMENTAL INFORMATION
