SUMMARY: Under the supervision and direction of Chief Operating
Officer, position provides administrative and technical support for
daily operations, including facilities management and information
technology, support, and training for electronic health records
(EHR). Leads security measures at PPDE. Works collaboratively with
CEO, the COO and Vice Presidents, and other identified personnel to
meet needs and provide services. Responsibilities include budgeting
and implementation of hardware and software for facility, as well
as training employees on use of the system. Develop and retain
facilities plan for each of Planned Parenthood of Delaware’s (PPDE)
facilities. As needs develop in operations management/technology
and information technology in the workplace, the Director will be
integral to guiding and supporting design and implementation
efforts. Will ensure the security of staff, patients and property
through security plans, protocols, and business continuity planning
. The IT/Facilities/Security Director must be prepared to perform
the necessary functions of their role in non-traditional hours on
occasion as dictated by the organization’s needs. ESSENTIAL
FUNCTIONS: Information Technology Functions 1. Administer PPDE
technology systems, including network, computers, phone systems and
indicated medical equipment in collaboration with PPDE’s contracted
IT vendor. Provide prompt tech support and customer service to PPDE
staff. 2. In collaboration with PPFA InfoSec, provide ongoing
monitoring of PPDE IT security processes and systems. Work with IT
vendor to ensure all security updates have been implemented. 3.
Work to standardize and proceduralize IT functions and develop
strategies for IT maintenance and growth in keeping with industry
trends and best practices while optimizing security, efficiency,
and effectiveness. 4. Develop and facilitate staff training as
needed for new and existing systems and software. Ensure compliance
with affiliate regulatory requirements related to information
technology. 5. Functions as administrator/super-user for Electronic
Health Record (EHR) software and provides technical assistance to
staff in collaboration with BetterHealth. 6. Collaborate with EHR
vendor to develop readiness planning for efficient implementation
of updates and changes to EHR software, including version upgrades
and workflow changes. Develop and facilitate related ongoing
training for appropriate staff. 7. Function as
administrator/super-user for BoardEffect, VoIP systems, Patient
Activity Tracker, Press Ganey Portal; ensuring user information,
rosters and access permissions are maintained and current. Ensuring
indicated staff receive training in appropriate use of authorized
systems. Physical Security/Facilities Functions: 8. Oversee
physical facility operations of all PPDE properties. This includes,
and is not limited to, physical integrity and cleanliness of all
PPDE buildings, as well as infrastructure such as HVAC, lighting,
flooring, walls, appliances, and any other apparatuses. Coordinate
with contracted vendors to ensure ongoing regular maintenance of
buildings, premises, and provision janitorial services. 9. In
cooperation with the COO and Director of Clinical Services, ensure
all workplace safety requirements of OSHA and other regulatory
standards are met. Ensure Hazard Communications Log and practices
are accurate and current. 10. Coordinate and oversee any
renovations or upgrades to facilities from planning to
implementation to completion, including proactive maintenance as
needed. 11. Facilitate required inspections of all security, fire
safety and medical equipment. Maintain accurate and current logs of
all equipment inspections and repairs. Cyber Security Functions 12.
Functions as HIPAA Privacy and Security Officer: a. Monitors and
updates medical record policies and practices throughout the
organization and maintains consistency with medical,
administrative, ethical and legal requirements. b. Assist center
staff in the implementation of new and/or changing policies and
procedures relating to Electronic Health Record (EHR). c. Oversees
the electronic and paper filing systems for all PHI, including
consolidation, transport, and disposal. d. Offers support to user
permissions to protect HIPAA security and patient confidentiality.
e. Maintains and updates HIPAA policy/security manual. 13. Work
with affiliate security officer to ensure the safety of all staff,
patients, and property through active monitoring of security
systems, procedures, and protocols; and annual review and update of
the PPDE Business Continuity Plan. 14. Work with management at all
sites to oversee, run, and document safety and disaster drills.
Develop and implement related plans with supervisory staff,
including senior management team and department and health center
managers. Participate in PPDE Inventory Management Committee,
providing insight and guidance relating to management of IT,
facility and security inventory and assets. Actively participate in
review of existing contracts and review of proposed renewals or
bids to replace. 15. Act as the agency point person for all
security issues. Ensure that staff have continuous access to
affiliate security personnel, including a 24-hour phone number.
Serve as a security consultant to contract physicians, board
members, and high-profile guests. Provide security investigations
as needed. 16. Cultivate relationships with local, state, and
federal law enforcement representatives. Coordinate authorities’
response to security issues as needed and share relevant
information with them in a timely manner. Document and communicate
data on opposition activities. Relay all relevant information to
appropriate PPDE staff. General Functions 17. Represent PPDE at
meetings, community events, conferences, and fundraising activities
as appropriate. Participate in all PPDE Management meetings and
shared responsibilities. 18. Manage special projects as delegated
by the President & CEO. 19. Perform all duties and responsibilities
in a professional, efficient, and customer service-oriented manner
and in compliance with PPDE’s Manual of Standards and Guidelines,
other PPDE policies and procedures, quality management guidelines,
and local state and federal regulations. 20. Abide by the mission
of PPDE. 21. Perform other duties as assigned by supervisor.
QUALIFICATIONS To perform this job successfully, an individual must

EDUCATION AND/OR EXPERIENCE 1. Bachelor’s Degree in Information
Technology, , or related area preferred. 2. Minimum three to five
(3-5) years IT experience within a healthcare environment required;
NextGen software networking experience strongly preferred. COMPtia
Network Certification Strongly Preferred CISCO Certification
Strongly Preferred Windows Administrator Certification Strong
Preferred 3. One (1) year of operations or facilities management
experience preferred. 4. Demonstrated ability to develop and manage
effective operating systems and analyze and resolve issues. 5.
Ability to attend to practice detail and competing time demands
appropriately. 6. Must be committed to the efficient and
customer-oriented provision of services. 7. Experience leading a
work team through organizational or business change or formal
training in change management required. Reasoning Ability Must have

environment to facilitate training. Mathematical Skills Must
possess the ability to add, subtract, multiply and divide in all
units of measure, using whole numbers, common fractions and
decimals. Must have the ability to manage a budget, analyze
estimates for repair, maintenance and construction, as well as a
familiarity of basic accounting principles. Computer Skills
Programming skills important to this position, as well as ability
to analyze and translate information kept on paper to electronic
health record, proficiency in internet usage, and Microsoft
Outlook. Excellent keyboarding skills with a high level of accuracy
required. Must possess capacity to learn software programs required
for specific position and must be able to access electronic
communications, including e-mail, Extranet, Intranet and Internet.
