Job Description:
Posted on Aug 10, 2022 and will remain open until filled. The
City of Wilmington, IL seeks an experienced, team-oriented, and
community-focused leader to serve as our next Finance Director.
Wilmington is located in southern Will County, 50 miles southwest
of the City of Chicago and 15 miles south of Joliet, IL. Nestled
along historic Route 66 and bisected by the Kankakee River, the
City of Wilmington combines all the best aspects of rural and
suburban living. With a population of just under 6,000, spread out
over 9.36 square miles, Wilmington boasts numerous outdoor
recreation areas, a fantastic school district, a vibrant and
diverse business sector with a historic downtown filled with
specialty and antique shops, and plenty of space to support the
industrial growth that is flooding the area. Local events are
planned year-round and there are organizations and activities to
fit a variety of interests. - Reporting to the City Administrator,
the Finance Director oversees and manages all financial affairs and
activities of the municipality including: -
- Professional accounting, preparing monthly financial reports,
reconciling bank statements, budget preparation and forecasting,
auditing, debt management and administration, financial planning,
payroll, accounts receivable, accounts payable, risk management,
pension administration, and human resource functions.
- Performs all Treasurer's duties as required by State statute
including annual tax levy. The Finance Department currently
operates with staffing of two full-time employees and one part-time
employee. The successful candidate will be able to build and
improve processes to deliver exceptional customer service. As a key
member of the City's leadership team, the new director will offer
an established record of teamwork in public finance, a reputation
for building and maintaining strong relationships in the community,
developing and maintaining credibility, trust, and cooperation in
the department, the community, and with other local, county and
state organizations. Candidates must possess in-depth knowledge and
experience in the management of finance departments including
program development, budget planning, oversight, and personnel
management with a strong commitment toward personnel development,
training, and mentoring. Skills and Qualifications:
- Bachelor's degree in accounting, finance, business
administration, public administration, or some other closely
related field of study.
- A Master's degree and/or certification as a CPA, CIMT, or CPFO
is desirable but not required.
- 5 years of progressively responsible experience in financial
services, investment, budget development, government, non-profit
finance, or other closely related experience is ideal.
- A thorough understanding of the principles and practices of
financial management and accounting -
- Government-related finance, accounting, and/or budget
experience is preferred.
- Knowledge of municipal budgeting, municipal tax levy and
treasury management, fund accounting, internal control procedures,
revenue forecasting, and related computer applications is
preferred

salary range for this position is $95,000 to $105,000 depending on
qualifications. The City also offers an outstanding benefits
